Health and Human Services Agency, Mental Health Division, recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services 348-S1611 with California Psychiatric Transitions, Inc. for the provision of long-term residential treatment for mentally ill adults for the term from April 1, 2016 through March 31, 2018, with a maximum contractual obligation of $1,500,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 348-S1611, including amendments that do not increase the maximum dollar amount or term of the Agreement and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement for Services 348-S1611 with California Psychiatric Transitions, Inc. (CPT) for the provision of long-term residential treatment for mentally ill adults as HHSA needs to provide and maintain capacity for residential treatment services at the higher level of acuity available through CPT.
Additionally, HHSA has determined that services provided pursuant to this Agreement 348-S1611 satisfy the criteria defined in Chapter 3.13, Section 3.13.030 (H) of the County Ordinance in that the Contractor provides facilities and professional services that may not be feasibly provided by the County.
DISCUSSION / BACKGROUND
CPT is a 24/7 mental health rehabilitation center (MHRC) located in San Joaquin County that has been providing long-term residential psychiatric treatment for County adults since April 1, 2011. CPT provides treatment services for multiple acuity levels and provides an alternative to State hospital placements for individuals who meet the eligibility criteria established by CPT.
