Sheriff's Office recommending the Board authorize the Chair and the Sheriff to sign a Modification to the Cooperative Law Enforcement Agreement, 13-LE-11051360-008, between the El Dorado County Sheriff's Office, the United States Department of Agriculture, United States Forest Service El Dorado National Forest, and the United States Forest Service Lake Tahoe Basin Management Unit for the enforcement of State and local laws related to the administration and regulation of National Forest Service (NFS) lands, to modify the start date from June 25, 2013 to October 1, 2012.

No Change to Net County Cost. All costs to the Sheriff's Office are to be reimbursed by the USFS.
Background
On May 07, 2013, the Cooperative Law Enforcement Agreement between the El Dorado County Sheriff and the USFS, which outlines the broad general parameters of the working relationship between the two agencies for the enforcement of State and local laws, was approved and signed. Page 8, Section V., of the Agreement states "This Agreement is executed as of the date of the last signature and, unless sooner terminated, shall be effective for a period of five years through 30 September 2017." The date of the last signature on this Agreement is June 25, 2013. Since that time, the USFS has decided to make funding available to the Sheriff's Office for costs incurred prior to the date of final signature, and retroactive to the beginning of the federal fiscal year on October 1, 2012. Therefore, this modification is necessary to extend the term and cover costs for a period not initially covered in the Cooperative Law Enforcement Agreement.

Approval of this recommendation will allow the Sheriff’s Office to be reimbursed for services provided from the beginning of the federal fiscal year (October 1, 2012), prior to the date when the Agreement was fully executed in June 2013...
