DISCUSSION / BACKGROUND:
Effective May 1981, the County of El Dorado executed an Agreement with the California Department of Housing and Community Development (DHCD) to act as fiscal intermediary between DHCD and Mother Lode Rehabilitation Enterprises (M.O.R.E.) to process contractual documents for the Rental Housing Construction Program which provides rental subsidies for the M.O.R.E. housing project.

Since that time, the County has processed 44 amendments as a mechanism for the State to pay M.O.R.E. The State of California paid M.O.R.E. directly up until July of 2019, at which time the State notified the Health and Human Services Agency (HHSA) that effective Fiscal Year (FY) 2019-20 the funding would be received by the County and the County would be responsible to pay M.O.R.E. directly.

In February 2020 when HHSA developed the FY 2021-22 budget, Amendment 44 from DHCD had not yet been received, so the budget was estimated based on prior year(s) allocations. Upon receipt of the fully executed Amendment 44, the actual amount was higher than budgeted, resulting in the need for a budget amendment.

ALTERNATIVES:
Should the Board decline to approve this Budget Transfer Request, HHSA would be unable to fully pass through the funding received on behalf of M.O.R.E. in FY 2021-22.
