Title: Health and Human Services Agency, Social Services Division, recommending the Board authorize the Chair to sign Amendment I to Agreement for Services 317-S1010 with EDCA Lifeskills for the continued provision of therapeutic counseling, substance abuse testing and related services for clients of the Health and Human Services Agency, Social Services Division, on an “as requested” basis increasing the compensation by $42,530 to a maximum not-to-exceed amount of $100,000 based on projected required services, extending the two-year term of the Agreement an additional year to a three-year term of April 26, 2010 to April 25, 2013 and amending other Articles of the contract to conform to current County contract standards. Fiscal Impact/Change to Net County Cost: No change. The Agreement is funded by Federal/State Social Services allocation (85%) with required County match (15%) met primarily with realignment resources. Funds for anticipated annual expenditures are budgeted for FY 2011-12 and will be included in the County Budget Request for FY 2012-13.

Compensation: Payments to contractor are made within forty-five (45) days following the County’s receipt and approval of itemized invoices identifying services rendered. Compensation is based upon specified billing rates for actual services performed and documented per contract requirements. Rates are tied to current Drug Medi-Cal reimbursement rates. Services and rates are detailed on pages 5 through 7 of Amendment I.
