Background:
On July 19, 2011, the Board of Supervisors awarded a contract to Syblon Reid of Folsom, California for Union Mine Wastewater Treatment Plant construction and renovation of the existing Wastewater Treatment Plant in the amount of $672,000. On July 22, 2011, Agreement No. 007E-PW-10/11-BOS was signed by Syblon Reid.

Under the contract, Syblon Reid agreed to construct a new Pump Station Building, complete with all excavation, concrete, backfill building, two pump stations, modifications to Blower building, pipe, valves, all underground piping, electrical, conduit, instrumentation, wiring, etc.; construct an aeration system for Effluent Storage Tank No. 2; and construct aeration system for Effluent Storage Tank No. 1, including demolition of the concrete pipe inside the tank. During the commission of the project, it became necessary to place an additional 6'' valve on the decant line to Storage Tank No. 1, and to install strainers on the decant pumps to prevent pipe clogging.
