Fiscal Impact/Change to Net County Cost
No change to Net County Cost. Sufficient appropriations have been included in the Fiscal Year (FY) 2012-13 budget to cover these expenses for services that were provided in FY 2011-12.

Background

In accordance with Welfare and Institutions Code Section 4100, et seq., the California Department of Mental Health and its successor the California Department of State Hospitals have jurisdiction over state hospitals for the provision of services to persons with severe mental disorders that have not responded to treatment at lower levels of mental health care. These services include inpatient psychiatric health care, treatment, and support services for County residents referred by HHSA who have mental, emotional, or behavioral disorders that cannot be treated at the local level.

On May 10, 2012, the Health and Human Services Agency, Mental Health Division ("HHSA") requested emergency inpatient psychiatric health care services ("State hospital beds") from the California Department of Mental Health ("DMH") for a County resident with severe mental disorders who could not be treated at the local level.

At the time of this request, El Dorado County did not have an agreement in place with DMH. Subsequently, an agreement from DMH (EDC 626-S1210) was received on June 9, 2012 with a retroactive term of May 14, 2012 to June 30, 2012 and a not-to-exceed amount of $24,155.
