Title: Department of Transportation recommending the Board consider the following: 1) Authorize the Chair to sign County of El Dorado Lease No. 149-L1310 with John J. Power and Anne Marie Power in the amount of $6,000 to commence on December 1, 2012 and terminate on March 31, 2013 with options for: a) one additional month; and b) three subsequent winters for temporary housing of the snow removal crew; and 2) Authorize the Interim Director of Transportation to sign: a) a letter exercising the option to extend the lease for one month, if needed; and b) a letter exercising the option to lease the premises for each of the three subsequent winters, if needed. Fiscal Impact/Change to Net County Cost
Funding for the County of El Dorado Lease No. 149-L1310 (Lease Agreement) will be provided by the Road Fund.  Pursuant to the Request for Leased Space (Attachment 2C), the Department of Transportation (Department) budgeted $6,600 in its FY 2012/2013 budget for the Lease Agreement; however, only $6,000 is needed for the initial four-month term of the Lease Agreement.  If it becomes necessary, there will be $900 savings within the Department's budget to exercise the additional one-month option.  The remaining $22,500 will be budgeted in subsequent FY budgets.
 
Background
The Department has been providing temporary housing for the snow removal crew in the Tahoma area during heavy snowstorms for the past fifteen years.
 
Reason for Recommendation
During the snow season in the Tahoma/Tahoe area, the Department frequently works around the clock to keep the roads plowed and sanded.  During periods of significant snowfall, it is necessary for the Department to send staff from the Placerville Maintenance Division facility to South Lake Tahoe and Tahoma, possibly for several days at a time.  To accommodate the working snow removal crew, it is necessary to provide housing for them.  The Department negotiated the Lease Agreement for this purpose, commencing on December 1, 2012 and ending on March 31, 2013, with provisions for an additional one-month period, if warranted by the weather, as well as the option to lease for three additional winters.
 
Action(s) to be taken following Board approval
1. The Clerk of the Board will obtain the Chair's signature on the original of the Lease Agreement.
2. The Clerk of the Board will return one copy of the Lease Agreement to the Department for further processing.
3. The Director of Transportation will sign: a) a letter exercising the option to extend the lease for one month, if needed; and b) a letter exercising the option to lease the premises for each of the three subsequent winters, if needed.
