Fiscal Impact/Change to Net County Cost
Payment of these services will increase Net County Cost by $18,695 for Fiscal Year 2012-13; however, there are sufficient savings in the Fiscal Year 2012-13 Public Health Division Animal Services budget to allow for these costs.

Background
Health and Human Services Agency, Public Health Division (PHD) contracted with Grace Foundation of Northern California (Grace Foundation) for the period February 13, 2007 through February 12, 2010 and again for the period of February 14, 2010 through December 31, 2010 for the care and boarding of livestock impounded or seized by its Animal Services Unit. PHD attempted to renew the Grace Foundation contract with a services start date of January 1, 2011; however, Grace Foundation was unable to satisfy the County's insurance requirements in a timely manner.

During the period January 2011 through May 2011, while PHD was endeavoring to obtain required certificates of insurance (COI) from Grace Foundation, Animal Services seized or impounded certain livestock and placed them with Grace Foundation in the belief that vendor's contract was being renewed effective January 1, 2011.
