Chief Administrative Office, Procurement and Contracts, recommending the Board consider the following:
1) Authorize the Purchasing Agent to extend BP20130148 for an additional twelve month term to expire on September 16, 2014 for the purchase of Polymer Modified Rejuvenating Emulsion to the low qualified bidder, Telfer Oil Company of Martinez, CA ; and
2) Authorize the Purchasing Agent to increase the blanket purchase order on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.

Reason For Recommendation
At the request of the Community Development Agency - Division of Transportation, the Procurement and Contracts Division issued Invitation to Bid 13-288-008 for the purchase of Polymer Modified Rejuvenating Emulsion. On September 11, 2012, Item #7, the Board of Supervisors awarded bid 13-288-008 to the low qualified bidder Telfer Oil Company of Martinez, CA. in the amount of $270,797.00 for a twelve month period expiring on 09/16/2013. Telfer Oil Company of Martinez, CA. has agreed to extend the Bid with the same pricing, terms and conditions of the original bid.
