Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Authorize the Chair to sign Amendment II to Agreement for Services 378-S1010 with Placer County for acute psychiatric treatment at the County of El Dorado psychiatric health facility, increasing the maximum obligation to $100,000 per fiscal year, with no change to the term of this perpetual Agreement; and
2) Authorize the Chief Administrative Officer or their designee to execute further documents relating to Agreement for Services 378-S1010, including amendments thereto, contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.

Background
Several counties, including Placer County, contract with the County of El Dorado for access to services in the psychiatric health facility ("PHF") for their residents who require short-term inpatient mental health services. These agreements with other counties provide revenue to offset the fixed operational costs of the PHF. On November 3, 2009, the Board of Supervisors approved a standard inter-County agreement template for PHF services (BOS File ID 09-1233 Item 7). Agreement for Services 378-S1010 with Placer County for the provision of PHF services was executed by the Health Services Director on June 9, 2010. On November 15, 2011, the Board of Supervisors approved Amendment I to Agreement for Services 378-S1010 increasing the maximum obligation of that Agreement to $32,000 for future fiscal years.
