Title
Health and Human Services Agency, Community Services Division, recommending the Board adopt Resolution 115-2013 to:
1) Authorize the Chair to sign Amendment 3 to Agreement 11C-1807 with the California Department of Community Services and Development for the provision of Department of Energy Weatherization Assistance Program services to eligible residents of El Dorado and Alpine counties, extending the term to January 31, 2014 and with no change to the total Agreement amount of $53,196; and
2) Authorize the Chief Administrative Officer, or their designee, to execute any future amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the total dollar amount or the term and further authorize the Director of the Health and Human Services Agency or their designee to continue to administer Agreement 11C-1807 as amended and execute any subsequent documents relating to said Agreement including required fiscal and programmatic reports.

Fiscal Impact/Change to Net County Cost
No change. This federally funded grant allocation will cover all costs associated with provision of Department of Energy ("DOE") Weatherization services and is budgeted for FY 2013-14.
Background
On February 7, 2012, the Board adopted Resolution No. 012-2012 authorizing the execution of Agreement 11C-1807 with the California Department of Community Services and Development ("CSD") in the amount of $39,418 for the period December 1, 2011 through June 30, 2012. On May 8, 2012, the Board adopted Resolution No. 050-2012 authorizing the execution of Amendment 1 to Agreement 11C-1807 extending the term through June 30, 2013. On December 4, 2012 adopted Resolution No. 164-2012 authorizing the execution of Amendment 2 to Agreement 11C-1807 increasing the total Agreement amount by $13,778, from $39,418 to $53,196.
Reason for Recommendation
Amendment 3 to Agreement 11C-1807 amends the term from December 1, 2011 through June 30, 2013 to December 1, 2011 through January 31, 2014 and revises Exhibit D to comply with current CSD program requirements. This federal funding augments other grant funding received for provision of Weatherization services to eligible El Dorado and Alpine County residents, providing long-range utility cost savings and energy conservation.
Action to be taken following Board approval
Board Clerk to provide Health & Human Services at Briw Road with:
1) Two (2) certified resolutions.
2) Two (2) certified minute orders.
3) Two (2) originals of Amendment 3 to Agreement 11C-1807 signed by the Chair.
Health and Human Services to distribute as appropriate and return one fully executed Agreement to the Board Clerk.
