There is no fiscal impact or Net County Cost associated with this item.

Background
On April 2, 2013, the Board of Supervisors discussed the need to improve policies for public notice of land development applications and hearings. Current laws and practices require direct mailing to all owners of real property within 500 feet of a new land development project. On August 6, 2013 the Board held a public hearing and discussed options identified in Staff Memo dated July 30, 2013. The Board provided direction to return in five weeks with more specific recommendations on expanding the County public notice procedures.
The attached memo to Board (Attachment 5A) provides a discussion and recommendations on expanding the County public notice procedures.
Recommendation
Staff recommends the Board:
1. Direct staff to return with a final draft Resolution of Intent to start the process to change the County Code;
2. Direct staff to initiate adoption process for an amendment to Resolution 61-87;
3. Direct staff to develop a policy for early notification for large residential subdivisions; and
4. Direct Development Services Division to expand new County development project information on the County website.

Action to be Taken Following Approval
Staff to implement Board direction.
