Supervisor Briggs recommending the Board:
1) Review and provide direction on a draft comment letter on the Draft Environmental Impact Report for the Revised Mather Airport Master Plan; and,
2) Approve and authorize the Chair's signature, for said letter, to be submitted prior to May 8, 2014, comment deadline.

Background
A draft Master Plan for Mather Airport was released in 2004. The document included plans to expand a runway and add taxi-way improvements (airside improvements), and add additional apron, storage, and parking capacity (landside improvements).
A Draft Environmental Impact Report (DEIR) was released for public comment on July 25, 2012. On October 16, 2012, the Board of Supervisors authorized the comment letter submitted on the DEIR for the Mather Master Plan that detailed the County's concerns regarding noise levels, lack of alternatives, assumptions used to model future noise and the methods used to collect and report data related to noise impacts.
On May 14, 2013, the Sacramento County Airport System (SCAS) provided a presentation to the Board on proposed revisions to the land use plan concept for the Mather Airport Master Plan and the expected revision and recirculation of the Draft Environmental Impact Report for the Mather Airport Master Plan Project.
On July 1, 2013, the County of Sacramento released the Notice of Preparation (NOP) of a Draft Environmental Impact Report for the Revised Mather Airport Master Plan for a 30-day comment period. The purpose of the comment period is to provide input to the preparers of the EIR to ensure issues important to the County of El Dorado are addressed within the Draft EIR.
On July 16, 2013, the Board of Supervisors reviewed proposed draft comments and provided direction to staff to return to Board on July 23, 2013, with a final letter containing the County's comments regarding the Revised Mather Airport Master Plan.
