Background
In October 2011, the U.S. Department of Labor awarded the California Employment Development Department (EDD) $6 million in Disability Employment Initiative (DEI) funding to improve education, training, and employment opportunities and outcomes for adults who are unemployed, underemployed, and/or receiving Social Security disability benefits.  The focus of the DEI program is to enhance, expand and promote universal access to the public workforce system, assist in improving physical and program accessibility, build staff capacity, strengthen relationships with employers and increase job placement opportunities for adults with disabilities.  The DEI program also expands the workforce development system's participation in the Social Security Administration's Ticket to Work Program.
 
The Golden Sierra Consortium is one of five pilot Workforce Investment Boards throughout the state awarded funding for DEI program activities. The Golden Sierra Workforce Investment Board's DEI program goals include increasing One Stop Career Center usage by adults with disabilities to obtain employment, increasing Ticket to Work enrollments, increasing workshop participation by people with disabilities and enhancing staff training in career counseling for individuals with disabilities. Individuals served by the DEI program who receive training services are co-enrolled in the Workforce Investment Act program.
 
On December 4, 2012, the Board of Supervisors authorized the Chair to sign Contract K386295-04 with the Golden Sierra Job Training Agency for Disability Employment Initiative activities in El Dorado County in the amount of $96,643 for the term of October 1, 2012 through August 31, 2014.  
 
On April 23, 2013 the Board authorized the Chair to sign Modification 1 to Contract K386295-04 to increase the total contract amount by $36,000 and add Exhibit O - Disability Employment Initiative Special Conditions for the provision of employment skills workshops and supportive services and further authorized the Director of the Health and Human Services Agency, or successor, or the Chief Assistant Director of the Health and Human Services Agency, or successor, to execute subsequent documents relating to said contract, including further amendments thereto, contingent upon approval by County Counsel and Risk Management, that made no change the total contract amount or term and to sign any required fiscal or programmatic reports.
 
On May 9, 2013, as authorized by the Board of Supervisors, the Director of the Health and Human Services Agency executed Modification 2 to Contract K386295-04 revising Exhibit C - Budget to shift funds from salaries and benefits to indirect-program for travel expenses.
 
Reason for Recommendation
The Health and Human Services Agency (HHSA) is bringing Modification 3 to Contract K386295-04 before the Board of Supervisors to amend delegation of signature authority on amendments that do not change the term or total dollar amount to the Chief Administrative Officer which is consistent with current practice for funding agreements and authorize the Director of HHSA, or designee, to sign subsequent documents relating to said contract including fiscal or programmatic reports.
 
Modification 3 to Contract K386295-04 amends Exhibit C -Budget to make additional line item shifts from staff salaries, benefits, and indirect-program to direct-program services and also amends Exhibit O - Disability Employment Initiative Special Conditions to add Work Experience activities under the contract for individuals with disabilities.  Work Experience activities provide basic work skills and experience for participants who have a limited work history with the goal of improving the participant's ability to obtain unsubsidized employment.  
 
Action(s) to be taken following Board approval
Provide Health and Human Services at Briw Road, with two (2) copies of Modification 3 to Contract No. K386295-04 signed by the Chair.
