There is no change to the Net County Cost associated with this item.  Sufficient appropriations are included in the Fiscal Year 2014-15 budget and will be included in future County Budget Requests.
 
Background
Child Abuse Prevention Councils are required under California's Welfare and Institutions Code (WIC) section 18980, which mandates that counties establish a Child Abuse Prevention Council (CAPC) in order to carry out specific legislated functions, including child abuse prevention and intervention programs.  On April 9, 2002, the County of El Dorado Board of Supervisors established a CAPC and designated the Council as the Children's Trust Fund Commission, pursuant to WIC section 18966.  In 2009, the County of El Dorado (County) began contracting with El Dorado County Office of Education (EDCOE) to coordinate CAPC services.  CAPC acts as an independent organization, functioning within County government pursuant to WIC section 18983.5 and in accordance with the State of California directives and mandates.  
 
Annually, the County of El Dorado's Health and Human Services Agency (HHSA) applies for a Community-based Child Abuse Prevention (CBCAP) allocation that is used for programs and services to support and strengthen families to prevent child abuse and neglect.  The CAPC Coordinator develops, coordinates, and implements said services as they relate to the allocation mandates.
 
HHSA meets program requirements through the County Self-Assessment and System Improvement Plan and submits an annual report to the State to receive a Promoting Safe and Stable Families (PSSF) allocation.  The PSSF allocation is used to operate coordinated child and family services including community-based family support services, family preservation services, time-limited family reunification services, and adoption promotion and support.  As with the CBCAP allocation, the CAPC Coordinator develops, coordinates, and implements services as they relate to the PSSF allocation mandates.
 
Reason for Recommendation
With the mutual goal of preventing child abuse through community-based educational efforts, HHSA has partnered with EDCOE since 2009 for the provision of Child Abuse Prevention Council Coordinator services.  EDCOE provides staff to support CAPC and to coordinate the various community awareness, educational, and training activities approved by CAPC to further child abuse prevention efforts throughout the County.  
 
Approval of this Agreement for Services 027-S1511 will permit continued services to the community and will ensure HHSA will meet funding source mandates.
 
Failure to approve this Agreement will result in an inability to meet community need and funding source mandates.
 
Clerk of the Board Follow Up Actions
1) The Clerk of the Board to obtain the Chair's signature on the two (2) originals of Agreement for Services 027-S1511.
2) The Clerk of the Board to forward one (1) fully executed original Agreement to HHSA Contracts Unit at Briw Road for further processing.
