Background
Pursuant to Public Resources Code Section 48600 of the California Oil Recycling Enhancement Act, $11 million are provided in payments to local governments each year for implementation of local used oil and filter collection programs.  The program provides for a variety of eligible costs, which include, but are not limited to: establishing, maintaining and/or enhancing used oil and used oil filter collection/recycling programs; developing educational materials informing the public about used oil and used oil filter collection and recycling; purchasing or renting storage facilities dedicated to oil-related activities and supplies; specific training; and developing and purchasing Used Oil Program materials.
 
Each county is eligible to receive an amount calculated by California Department of Resources Recycling and Recovery (CalRecycle) on a per capita basis using the California Department of Finance's population statistics.  
 
The Community Development Agency, Environmental Management Division (CDA/EMD), applied for and received funds in the amount of $53,885 from CalRecycle to use for a variety of used oil curbside collection activities, ensuring certified used oil collection center availability, and providing public education that informs the public of locally-available used oil recycling opportunities (Attachment A).   
 
Reason for Recommendation
CDA/EMD is requesting the Board accept these grant funds to promote used oil and used oil filter collection/recycling programs for the community.  In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to the CDA Director or designee to execute all documents, including, but not limited to, the grant funding agreement, amendments, requests for payment, reports, and all associated documents necessary to secure grant funds and implement the approved grant project.
