Background
Pursuant to Public Resources Code Section 48600 of the California Oil Recycling Enhancement Act, $11 million are provided in payments to local governments each year for implementation of local used oil and filter collection programs.  The program provides for a variety of eligible costs, which include, but are not limited to: establishing, maintaining and/or enhancing used oil and used oil filter collection/recycling programs; developing educational materials informing the public about used oil and used oil filter collection and recycling; purchasing or renting storage facilities dedicated to oil-related activities and supplies; specific training; and developing and purchasing Used Oil Program materials.  Each county is eligible to receive an amount calculated by California Department of Resources Recycling and Recovery (CalRecycle) on a per capita basis using the California Department of Finance's population statistics.  
 
The Community Development Agency, Environmental Management Division (CDA/EMD), applied for and received notification of funding in the amount of $52,999 from CalRecycle to use for a variety of used oil curbside collection activities, ensuring certified used oil collection center availability, and providing public education that informs the public of locally-available used oil recycling opportunities (Attachments A and B).   
 
Reason for Recommendation
CDA/EMD is requesting the Board accept these payment program funds to promote used oil and used oil filter collection/recycling programs for the community.  In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant/payment program awards and approving grant/payment program agreements.  After acceptance of a grant/payment program award and approval of the grant/payment program agreement, the Board may delegate authority to the CDA Director or designee to execute all documents, including, but not limited to, the grant/payment program funding agreement, amendments, requests for payment, reports, and all associated documents necessary to secure grant/payment program funds and implement the approved project.
