Fiscal Impact/Change to Net County Cost
There is no fiscal impact or change to Net County Cost. Funding for the project is from Local Funds - Tribe and is included in the approved Community Development Agency 2014 Capital Improvement Program.
Background
On February 13, 2007, the Board ratified a Letter-of-intent from Board Chairman, Helen K. Baumann, to California Department of Transportation (Caltrans) District III Director, Jody Jones, requesting work to begin on the process of building the HOV lanes on Highway 50 from Bass Lake Road to the proposed casino near Greenstone Road.
Subsequent to that direction, Caltrans and County staff began work on the above-described HOV project. In 2008, the County Capital Improvement Program was re-evaluated and a determination made that a portion of the work from Ponderosa Road to the eastern termination, known as Phase 3, was no longer a time sensitive priority and staff issued a stop work notice to Caltrans for the Phase 3 portion of work. This direction was reflected in the approved 2009 Capital Improvement Program in which funding for further planning, design, and construction was reprogrammed into future years.
Following receipt of the Phase 3 stop work notice, Caltrans delivered to the County various work products completed under its prior efforts including topographic survey information, Cultural Resources Compliance memo, Final Natural Environment Survey, Traffic Report, Structure Type Selection, Preliminary Bridge Plans and Estimate, and Aerially Deposited Lead / Naturally Occurring Asbestos Study.
County staff and Caltrans have exchanged several draft versions of a Cooperative Agreement to document the work conducted and authorize the payment for this work. Funds have been budgeted and approved in subsequent Capital Improvement Programs to pay for these activities. The subject Cooperative Agreement defines the work requested by the County and provided by Caltrans along with the terms for payment.
Reason for Recommendation
Transportation is seeking approval of the Cooperative Agreement with Caltrans. The work performed under this Agreement was requested by the County, performed by Caltrans, and the County has received certain deliverables resulting from that work.
Clerk of the Board Follow Up Actions
1) The Clerk will obtain the Chair's signature on three (3) originals of the Cooperative Agreement, District Agreement 03-0470.
2) The Clerk will forward the three (3) partially executed originals to Transportation for final processing.
3) Upon receipt, Transportation will forward one (1) fully executed original Cooperative Agreement to the Board for its files.
