Title: Chief Administrative Office, Parks Division, recommending the Board consider the following: 1) Adopt Resolution 010-2015 to accept the grant award for Housing-Related Parks Program Grant 14-HRPP-9235 in the amount of $158,550 through the contract term ending 9/30/2016, to provide construction of Americans with Disability Act compliant restrooms at El Dorado County Historic Railroad Park in El Dorado; 2) Authorize the Chief Administrative Officer, or designee, to execute the Standard Agreement 14-HRPP-9235 and subsequent amendments thereto that do not affect the dollar amount or the term and to sign other grant-related documents; and 3) Approve a Budget Transfer appropriating $158,550 for Fiscal Year 2014/15 in funding from the Department of Housing and Community Development for Housing-Related Parks Grant 14-HRPP-9235. The budget transfer represents anticipated cost for FY14/15. No change to Net County Cost.  Under this program grant funds may be requested up to 90 days in advance to pay project-related costs.
 
Background
On October 2, 2013, the California Department of Housing and Community Development (Department) issued a Notice of Funding Availability (NOFA) announcing the availability of funds under the Housing-Related Parks Program (the HRP).  The HRP Program is designed to reward local governments that approve housing for lower-income households and are in compliance with State housing element law with grant funds to create or rehabilitate parks.
 
On February 4, 2014, the Board approved Resolution No. 007-2014, for the Chief Administrative Office Parks Division to apply for a HRP Program Grant and submit the 2013 Designated Program Year Application Package released by the Department for the HRP Program.  The application submitted requested funds of up to $150,350.  The Department determined that the project qualifed for an additonal $8,200 under the infill bonus and awarded funds of up to $158,550.
 
The Department awarded the County Parks Division an HRP Program Grant for the El Dorado Train Park located off of Oriental Street in the township of El Dorado, California.  The project consists of installing an ADA compliant pre-fabricated double use restroom unit, ADA accessible walkways to and from the current "Train Depot" and the restrooms as well as ground preparation for a small picnic area to be placed adjacent to the restroom unit.  This park project will be accessible to all corridor trail users: hikers, bikers, equestrian and train enthusiasts.
 
Reason for Recommendation
The Board must accept the grant under Board Policy A-6 before the Parks Division may execute documents and commence with meeting the set up conditions of the grant.  The Department requires the Resolution stating the awarded dollar amount of the grant.
 
Clerk of the Board Follow Up Actions
Board Clerk to: 1)  provide Parks Division with one (1) Resolution signed by the Chairman and one (1) certified copy of the Resolution; and 2) forward Chair-signed Budget Transfer to Auditor-Controller's Office for posting.
