Fiscal Impact/Change to Net County Cost
There is no Net County Cost associated with the Resolution.  Senior services programs and activities are funded by Federal and State grant funding, fees for services, miscellaneous donations, and County General Fund Contribution.  
 
Background
The Health and Human Services Agency (HHSA) administers and coordinates an array of services and programs that promote the health and well-being of older adults throughout the community.  Senior services programs directly administered by HHSA currently include the Multipurpose Senior Services Program (MSSP), Senior Day Care, Adult Protective Services, Public Guardian, Senior Peer Counseling, Area Agency on Aging programs such as Senior Nutrition, Senior Legal Services, Elder Abuse Prevention, Family Caregiver Support Program, Long-Term Care Ombudsman, Senior Activities, Information and Assistance, Senior Health Education Program, You Are Not Alone (YANA) Telephone Reassurance Program, and Senior Shuttle services. Additional senior services and activities delivered in coordination with HHSA include the Annual Older American's Day Celebration, Health Insurance Counseling and Advocacy Program (HICAP), Commission on Aging, AARP Tax Assistance, and the Transen Program in South Lake Tahoe.
 
On November 17, 2014, the Board of Supervisors adopted Resolution 198-2014 which authorized HHSA to establish a charitable fund specifically for the HHSA Senior Day Care Services Program.  It was subsequently determined that a charitable fund accessible for use by all senior services programs and activities, including Senior Day Care, would be a more effective approach.
 
Reason for Recommendation
The establishment of a senior services charitable fund has the potential to create an additional and ongoing revenue source for the programs and activities that support seniors in the community.  Revenue from the charitable fund could potentially decrease General Fund Contribution to the programs in future years, increase services available for seniors, and keep fees for services affordable for clients and their families.  
 
The charitable fund is planned to be managed by a charitable non-profit organization through a formal agreement.  The agreement will delineate responsibilities regarding management of the fund and will be brought before the Board of Supervisors for review and final execution at a later date, provided the minimum level of contribution required to create the separate fund is met.
