Community Development Agency, Environmental Management Division, recommending the Board consider the following;
1) Make findings in accordance with County Ordinance 3.13.030 that it is more economical and feasible to engage an outside contractor for the provision of safe collection and analysis of groundwater, surface water, storm water, wastewater, soil, hazardous materials and hazardous waste sample testing required either by law, permit and/or public safety; and
2) Approve and authorize the Chair to sign Agreement for Services 354-S1511 with California Laboratory Services in an amount not to exceed $300,000 for a three (3) year term, beginning March 10, 2015 and expiring March 9, 2018.

Background
In December 2013, the Community Development Agency (CDA) issued a Request for Qualifications (RFQ) to establish a list of qualified firms for twenty-six (26) categories of professional services. In accordance with procurement Policy C-17, Section 7.10, Request for Qualifications, the CDA formed an evaluation committee. The committee reviewed responses for the category of laboratory testing and sample analysis. It was determined that California Laboratory Services (CLS) was the sole qualified proposer for this category.
