Community Development Agency (CDA), Development Services Division requesting the Board receive and file information on the implementation of the County Ecological Preserve Ordinance and rare plant fee program and approve and authorize the Chair to sign the retroactive Cooperative Agreement in the amount of $25,000 per year for two years, including retroactive payments totaling $75,000 for work done in 2013, 2014, and 2015, for with the Bureau of Land Management to support the Pine Hill Preserve Manager position, terminating on September 20, 2018.

DISCUSSION / BACKGROUND
The Staff Memo dated July 1, 2015, along with its exhibits, provides background information to the Board on the implementation of the County Ecological Preserve Ordinance (Exhibit A: Ordinance 4500) and rare plant fee program.

The Ordinance established an Impact Fee Program for acquisition and management of land intended for rare plant preserves. The County had a Cooperative Management Agreement with Bureau of Land Management (BLM) and other agencies for management of rare plant preserves, which has since expired.
