Probation Department recommending the Board consider the following:

1) Approve and authorize the Chair to sign Agreement 151-S1611 with New Morning Youth & Family Services, Inc. for the provision of therapeutic counseling services for a three year term, and a maximum contractual obligation of $287,400; and

DEPARTMENT RECOMMENDATION

New Morning Youth & Family Services, Inc. (NMY&FS) has provided services for the Probation Department since 2011 and the proposed rate is within or below rates charged by similar service providers within the County. Agreement No.151-S1611 with New Morning Youth & Family Services, Inc. for the provision of therapeutic counseling services for the a three year term, and a maximum contractual obligation of $287,400.00 will ensure that NMY&FS is able to competitively provide the services to meet the mental health needs of minors (wards).

 

DISCUSSION / BACKGROUND

On November 1, 2011, at the request of the Probation Department, the Board of Supervisors entered into a contract with NMY&FS (Item #9) to provide for the mental health needs of minors (wards) housed for any period of time at Juvenile Hall pursuant to Title 15, California Code of Regulations, Standards for Juvenile Facilities. On October 30, 2012, at the request of the Probation Department, the Board of Supervisors signed the first amendment to Agreement 166-S1210 increasing the term by two additional years and changing the not to exceed amount to $270,000. On June 25, 2013, at the request of the Probation Department, the Board of Supervisors signed the second amendment to Agreement 166-S1210 increasing the billing rate from $40.00 per hour to $50.00 per hour.

 

NMY&FS provide "Program Therapist(s)" for counseling, services and support to the Probation Department Juvenile Detention Facility in Placerville.  Therapists will assess clients’ basic safety, and mental health, and apply appropriate interventions.

 

In FY 2015/2016 HHSA- Mental Health Division notified Probation that they will be eliminating all services to the Probation Juvenile Detention facilities.  Based on the ongoing need to provide service to this population of youth it has become necessary to increase the number of service hours and types of services that TYFS is providing.

Chief Administrative Office concurs with the department recommendation.

 

FINANCIAL IMPACT

No fiscal impact or change to Net County Cost associated with this Agreement. Sufficient appropriations were included in the fiscal year 2015-16 approved budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1.  Clerk of the Board to obtain the signature of the Chair on two (2) originals of Agreement No.151-S1611.

2.  Clerk of the Board to return one (1) fully executed Agreement to Probation at 3974 Durock Road, STE 205, Shingle Springs.
