DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division, recommending the Board consider the following:

1) Approve and authorize the Chair to sign the Notice of Acceptance with RaPiD Construction, Inc. dba Rapid General Engineering for the Sawmill 2B Bike Path and Erosion Control Project, CIP No. 95192, Agreement PW No. 11-20593, P&C No. 017-C1599; and

2) Authorize the Clerk of the Board to release the Payment and Performance Bonds to the Surety upon notification from the Community Development Agency, Transportation Division after the one-year guarantee period.

 

DISCUSSION / BACKGROUND

The contract for the Sawmill 2B Bike Path and Erosion Control Project (Project) was approved by the Board on August 26, 2014.  Contract Change Order 1 was approved by the Board on May 12, 2015 in the amount of $989,989.00.  Construction was substantially completed on October 16, 2015.  Recordation of the Notice of Acceptance will start legal time frames for guarantees, a lien period and return of retention monies.  Recordation of the Notice of Acceptance will also start the one-year time frame for releasing the Payment and Performance Bonds to the Surety.

Major Contract Change Order on the Project dealt with the following:

                     Realignment and reconstruction of a portion of Sawmill Road, extension of the Class 1 bicycle and multi-use path to include construction of retaining wall and railing, temporary erosion control, traffic control, drainage and water quality improvements, signing, striping, and pavement markings.

 

The costs listed are estimates.  Transportation will be closing out the Project with the Contractor and finalizing costs over the coming weeks.  Any significant deviations from the estimates above that exceed Transportation’s allocated authority will be brought back to the Board for review and approval in a subsequent agenda item.

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.  Funding for the Project is budgeted in the adopted 2015 Capital Improvement Program and is provided by Regional Surface Transportation Program, Tahoe Regional Planning Agency Air Quality and Water Quality Mitigation, California Tahoe Conservancy, California Active Transportation Program, Federal Congestion Mitigation and Air Quality Improvement Program, and United States Forest Service Erosion Control Grant funds. The anticipated direct construction cost is less than the direct construction budget established by the Board.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Board Chair’s signature on the Notice of Acceptance.

2) The Clerk of the Board will send the Notice of Acceptance to the Recorder/Clerk’s Office for recordation within ten (10) days and forward a copy of the recorded Notice of Acceptance to Patty Scott at CDA Transportation -Tahoe Engineering.

3) One year after the recordation of the Notice of Acceptance, Transportation will verify that all warranty work, if any, has been satisfactorily completed and will notify the Clerk of the Board in writing to release the Bonds.
