Title

Probation Department recommending the Board consider the following:

1) Approve and authorize the Chair to sign Agreement 241-S1611 with New Morning Youth and Family Services for the provision of counseling services to minors classified as Title II Delinquency Prevention and Intervention Grant Program participants with a maximum contractual obligation of $352,700 for the term of October 1, 2015 through September 30, 2019;

2) Approve and authorize the Chair to sign Agreement 242-S1610 with Tahoe Youth and Family Services for the provision of counseling services to minors classified as Title II Delinquency Prevention and Intervention Grant Program participants with a maximum contractual obligation of $192,700 for the term of October 1, 2015 through September 30, 2019; and

3) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 241-S1611 and 242-S1610, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND

On July 8, 2015 El Dorado County Probation Department submitted to BSCC an application for the Title II Delinquency Prevention and Intervention Grant Program. As part of the  grant Title  II funding, the department’s goal is  to  develop  a 4-year  plan  allocating monies  to  provide integrated services between county departments and community-based organizations to serve youth collaboratively who are at-risk of becoming, or are currently, system-involved to reduce recidivism and increase positive quality-of-life outcomes. This opportunity requires system-reform and supports the engagement of agencies/organizations in long-term infrastructure development for the purposes of enhancing services to at-risk and system-involved youth.  It is designed to equip these organizations with the tools and resources needed  to  provide  leadership  in  developing  and/or  strengthening  direct  service  activities.

 

El Dorado County Probation Department, in partnership with New Morning Youth & Family Services and Tahoe Youth & Family Services, focuses Title II efforts on the design and implementation of an aftercare and reentry system for youth transitioning from the West Slope Juvenile Hall and the Juvenile Treatment Center in South Lake Tahoe back to their home communities. To reduce recidivism, promote long-term reentry success, and improve the quality of life for participating youth, the project provides a continuum of supervision and support services including: needs assessment for at-risk youth; youth counseling and supportive services while in custody; comprehensive transition plans prior to release; timely and accurate information to community providers; and ensuring youth are connected to, and enrolled in, supportive services in their communities upon release.

On October 6, 2015, El Dorado County Probation Department received notification from BSCC that the proposal was successfully accepted and provided direction to complete the Grant Award Agreement in order to receive funding.

BSCC Title II Grant Agreement 411-15 (EDC 236-O1611) and Resolution 193-2015 was approved and adopted by the Board through agenda item 15-1280 on 11/17/15 #35.

Both of these agreements are specific to the BSCC Title II Federal Grant and are for the provision of an enhanced service of counseling for Title II minors that are transitioning from custody and are to be released into the community.

 

The Probation Department currently has separate agreements with both vendors:

NMYFS; Agreement 151-S1611 (BOS 15-1148 #17 10/20/15), $287,400.00 for the term of 11/01/15 - 10/31/18: and

TYFS; Agreement 019-S1411 AMDT I (BOS 13-0652v.2 #16 10/20/15), $319,000.00 for the term of 07/01/13 - 06/30/16.

These agreements are for the provision of therapeutic counseling services to minors that are in custody and are not classified as Title II.

FINANCIAL IMPACT

The Title II Delinquency Prevention and Intervention Grant Program is federally funded in FY 2015/2016 for $149,985, requires no county match and will not increase the Department’s FY 2015/2016 Net County Cost. The $13,635 for administrative overhead (capped at 10% of grant award), is not identified in the budget since it is unknown at this time how much will be realized based on actual grant expenditures for the year. Any administrative overhead received will result in a reduction to NCC at fiscal year-end.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1.  Clerk of the Board to obtain the signature of the Chair on two (2) originals of each Agreement. (241-S1611 NMYFS & 242-S1610 TYFS)

2.  Clerk of the Board to return one (1) fully executed Agreement to the Probation Department at 3974 Durock Road, STE 205, Shingle Springs.
