Fiscal Impact/Change to Net County Cost: No Change. Funds were budgeted for FY 2005/06 and FY 2006/07. The remainder was included in the FY 2007/08 County Budget Request.

Background: On June 28, 2005, the Board executed Agreement #386-0511 with New Morning Youth & Family Services, Inc. for the provision of therapeutic counseling and other related services for clients of the CalWORKs and Child Protective Services Programs as requested by the Department of Human Services. Amendment I to this Agreement clarified service parameters by removing the reference to shelter in Article I-Scope of Services and Article III-Compensation and added Article XXIV-Nondiscrimination to ensure Contractors compliance with regulatory requirements of the California Department of Social Services, which provides the funding for the provision of these services.

Reason for Recommendation: The provision of therapeutic counseling and other related services continues to prove to be a successful tool to improve the lives of families served by the Department of Human Services (DHS).
