Fiscal Impact/Change to Net County Cost: No change. Funds were budgeted for FY 2005/06 and FY 2006/07. The remainder was included in the FY 2007/08 County Budget Request.

Background: On March 1, 2005, the Board executed Agreement #405-S0511 with Progress House, Inc. to provide therapeutic counseling and other related services for clients of the Department of Human Services on an as requested basis. Amendments I and II to this Agreement expanded and clarified services with corresponding amendments to the rates. Amendment III to this Agreement reflected rates more favorable to the County. Amendment IV extended the term for one (1) year but did not increase the maximum compensation as projections indicated that remaining funds were sufficient to cover the term extension.

Reason for Recommendation: The provision of therapeutic counseling, inpatient and outpatient substance abuse testing and other related services continues to prove to be a successful tool to promote reunification of families served by the Department of Human Services, Social Services Division (DHS).
