Fiscal Impact/Change to Net County Cost:

Funding is available within the Risk Management special revenue fund. There is no Net County Cost.

Reason for Recommendation:

The County Vehicle Use Policy D-4 states that Risk Management will monitor the drivers licenses of County employees who drive for any reason on the job through a drivers license monitoring system. Past practices involved a Risk Management Technician opening and sorting large quantities of DMV envelopes containing paper CA DMV records of all County employees enrolled in the Employer Pull Notice program. The cumbersome process was necessary to identify County employees who possessed suspended licenses because employees with suspended licenses who drove on official County business exposed the County to excessive liability exposure. The Risk Management Technician who managed this process has since retired and the position was eliminated from Risk Mangement.

This proposed online system eliminates paperwork and saves countless hours of administrative time and resources. It also makes the addition and deletion of drivers a simple online process as opposed to the past practice of sending paper forms to the CA DMV to effect changes.
