Fiscal Impact/Change to Net County Cost: There is no increase in net County cost. The approved FY 2007-08 Development Services budget includes funding for this amendment.

Background: On September 19, 2006 the El Dorado County Board of Supervisors approved Agreement #407-S0711 (PLS-06-02) with EN2 Resources, Inc. (EN2) in the amount of $346,981 for a one year term to expire September 18, 2007. This agreement provided assistance to the Planning Services Division of Development Services Department for the preparation of an Oak Woodland Management Plan (OWMP) and related tasks. The General Plan requires the preparation of an “Oak Resources Management Plan”, currently referred to as the Oak Woodland Management Plan, pursuant to Implementation Measure CO-P.

The original agreement required the consultant to prepare the OWMP as set forth by the General Plan and Settlement Agreement, a fee study to implement Option B, environmental document to address CEQA requirements, and an implementing ordinance. It also included preparation for, and attendance at, a number of public workshops with the Planning Commission, Agriculture Commission and Board of Supervisors. The OWMP is designed to be the first phase of the future INRMP and will meet State Wildlife Conservation Board requirements to establish eligibility for grant funding.
