Fiscal Impact/Change to Net County Cost:
No change.  Costs for child abuse and neglect awareness, prevention and intervention activities and events are included in CAPC's Board approved budget, with scheduled event costs spread among various line items including Special Projects - Council Approved.  $34,100 is budgeted for Operating Expenses and $49,000 is budgeted for Program Expenses.  
 
Background:
On April 9, 2002, the El Dorado County Board of Supervisors established a Child Abuse Prevention Council (CAPC) and designated that Council as the Children's Trust Fund Commission. According to the Welfare and Institutions Code, a CAPC's functions include, but are not limited to, the following:
 
¨      To provide a forum for interagency cooperation and coordination in the prevention, detection, treatment, and legal processing of child abuse cases.
¨   To promote public awareness of the abuse and neglect of children and the resources available for intervention and treatment.
¨   To encourage and facilitate training of professionals in the detection, treatment, and prevention of child abuse and neglect.
¨   To recommend improvements in services to families and victims.
¨   To encourage and facilitate community support for child abuse and neglect programs.
      
As Commission of the Children's Trust Fund (CTF), CAPC is authorized by the Welfare and Institutions Code, with Board of Supervisors' approval, to fund child abuse and neglect awareness, prevention and intervention activities with CTF monies.
 
While CAPC conducts child abuse education and prevention activities throughout the year, April is nationally declared as Child Abuse Prevention Month each year, and typically CAPC schedules a major kick-off event during the latter part of March to focus the attention of the community on awareness and prevention of child abuse.
 
Reason for Recommendation:
The Department is requesting confirmation of the Board's ongoing support for Child Abuse Prevention activities and events recognizing the need for specialized, non-standard types of expenditures as detailed in the attached summary (i.e. facility rentals, meals and awards associated with the development of community awareness and expansion of collaborative efforts among key leaders of County departments, other government agencies, community based organizations, non-profit agencies, private sector businesses, faith-based community entities and concerned individuals).
 
Action to be taken following Board approval:
¨      Human Services will continue to administer and oversee budgeted Child Abuse prevention Council activities.
¨  Auditor-Controller will process payment of invoices submitted for these activities and events.
