Fiscal Impact/Change to Net County Cost:
These consultant services are funded by the 2004 General Plan Traffic Impact Mitigation Fee Program. The Amendment for $220,000 brings the total Task Order 07-1435-01 amount to approximately $2,940,000.  The Department of Transportation (DOT) has sufficient revenues budgeted to fund this Task Order Amendment.  There is no net County cost to the General Fund associated with this agenda item.
 
Background:
Direction from the Board at the regular meeting of March 27, 2007, was that all Task Orders exceeding $250,000 must be approved by the Board prior to execution. In compliance with this directive, the DOT presented Task Order 07-1435-01 with Quincy Engineering, Inc. (QEI) to the Board at the regular meeting of July 17, 2007. The Board approved in concept and authorized the Chairman to sign said Task Order upon review and approval by County Counsel.
 
The subject Task Order was approved by County Counsel and signed by the Board Chairman in an amount of $2,719,432. The Task Order provides professional services for the completion of plans, specifications, and estimate (PS&E), permitting, right of way certification, and bidding and construction support for the El Dorado US 50 High Occupancy Vehicle (HOV) Lane and Mainline Improvements project.
 
Reason for Recommendation:
Additional services have been identified as needed to complete the PS&E and are described below.  The services associated with this Amendment are out of scope from the original Task Order.
 
The original drainage design provided for drainage to the median. Additional drainage design (approximately $15,000) is required due to a scope change by Caltrans requiring drainage to the outside lanes.
 
Supplemental design survey work (approximately $50,000) has been identified as necessary to complete the PS&E and it is anticipated that further work will be necessary to identify other features as the design nears completion. To control the work, individual surveys will be approved by the Contract Administrator in writing and performed on a time and materials basis.  Work already identified includes surveying the features constructed by Caltrans on their recently completed project to extend the west bound truck lane to El Dorado Hills Boulevard.  The Caltrans project was completed after the original project design survey, creating the need for this additional surveying.  Additional surveying is also necessary for the potholing as described below.
 
Potholing, originally scoped at twelve locations, has been increased by thirty-eight utility locations (approximately $65,000). Twelve locations were originally assumed without the benefit of utility plans. Receipt of the plans has identified the need for additional locations. Services include traffic control, excavating and exposing utilities, and then backfilling over the affected utilities. This survey work is covered separately with the survey work described above.
 
Preparation of additional electrical system PS&E work (approximately $45,000) is required. This work includes:  modifications to loop detectors and conduit that will be obliterated during construction of bridge foundations;  electrical design for two new overhead signs; and electrical design for overheight vehicle detection and warning system to detour overheight vehicles on Silva Valley Parkway at the Clarksville Road Undercrossing. The loop detectors and conduit modifications were not previously identified. The overhead signs and overheight vehicle detection and warning system are added scope required by Caltrans.
 
It is expected that constructed-related geotechnical observation services (approximately $45,000) will be required and include periodic attendance at construction meetings and part-time observation/review of grading and foundation elements to confirm anticipated materials and conditions, and to provide supplemental recommendations as necessary and appropriate. These services were not included in the original task order scope of work. Individual services will be approved by the Contract Administrator in writing and performed on a time and materials basis.
 
Approval of these additional services is needed to continue work on this project and to permit the successful completion of the PS&E.
 
Action to be taken following Board approval:
1)      The Department will prepare the Task Order Amendment and obtain approval by County Counsel.
2)      Upon approval by County Counsel, the Department will forward two copies of the Task Order Amendment 07-1435-01-01 to the Board Chairman for signature.
3)      The Board Clerk will forward one original of the fully executed Task Order Amendment to the Department for further processing.
