REASON FOR RECOMMENDATION: School Districts in California are mandated to provide special education services to children from birth through age 22. The specific services these children receive are defined in an Individualized Education Plan (IEP). IEPs are developed by an IEP team that typically consists of officials from the County Office of Education, school officials and the parent(s) or guardian(s) of a child.

In some cases, the County Mental Health Department (MHD) participates as a member of the IEP team and mental health services are specified in a child’s IEP. This occurs when school officials make a referral to the County Mental Health Department for assessment and, in reviewing the assessment; the IEP team determines that a child needs mental health services in order to benefit from his or her special education program. In such cases, the County Mental Health Department is obligated by A.B. 3632 to provide these services.
