Title
Transportation Department recommending the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the on-going aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff; and Chairman be authorized to sign Agreement for Services AGMT 08-1660 with David Ford Consulting Engineers, Inc. in an amount not to exceed $150,000 for a three year term to provide on-call hydrologic and hydraulic engineering services.
RECOMMENDED ACTION: Approve.
FUNDING: Traffic Impact Fees are the funding source for services provided in support of the Five Year Capital Improvement Program, and fees collected to process land development applications are the funding source for the services in support of development projects provided by the consultant under this agreement. Specific funding sources will be identified prior to the issuance of a task order.

Fiscal Impact/Change to Net County Cost: This three-year agreement is for the not to exceed amount of $150,000 and will be funded as described above. There is no fiscal impact to the County General Fund.

Consultant Selection: In late 2007, the County’s Procurement and Contracts Office released a Request for Qualificactions (RFQ) for the Department for a variety of transportation related disciplines. Based on the results of that RFQ, David Ford is the #1 firm in the Hydraulics and Hydrology Engineering category.
