Transportation Department recommending the Board make findings pursuant to Article II, Section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the on-going aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff; and Chairman be authorized to sign Agreement for Services AGMT 08-1661 with Dowling Associates, Inc. in an amount not to exceed $500,000 for a two year term to provide on-call traffic engineering and transportation planning services.
RECOMMENDED ACTION: Approve.
FUNDING:Traffic Impact Fees is the funding source for services provided in support of Capital Improvement Program projects, and fees collected to process land development applications is the funding source for traffic study review services There is no cost to the County General Fund.

Background:
Consultant Selection: In late 2007, the County’s Procurement and Contracts Office released an RFQ for the Department for a variety of transportation related disciplines. Based on the results of that RFQ, Dowling Associates is the #1 firm in the specialty categories of Traffic Operations Functions and Planning Studies and Reports.
The Department notified the County Procurement and Contracts Office of this proposed professional services agreement.
