Background:
On May 5, 2007, the Department of General Services entered into an agreement with Environmental Stewardship and Planning to provide specific environmental services on the SPTC Class 1 Bike Path project from Missouri Flat Road to Forni Road. The contract amount was $43,750.00 and was approved under the authority of the Purchasing Agent.

On March 4, 2008, Agenda Item #11, the Board approved Contract Amendment I, increasing the compensation by $10,340, for a total not to exceed contract amount to $54,090. Contract Amendment I added environmental permitting services for the project.

Reason for Recommendation: This project has federal (Transportation Enhancement) funding associated with it and therefore requires National Environmental Policy Act (NEPA) review and approval. The NEPA review includes prepration of a Natural Environment Study and a Biological Assessment (BA). The NES and the BA were not included as part of the original scope of work as
