Fiscal Impact/Change to Net County Cost: No Change. The Agreement is funded by California Department of Social Services allocation with no required County match.

Background: The County received funding in the form of two grants from the California Department of Social Services for the Child Abuse Prevention, Intervention and Treatment (CAPIT) and Promoting Safe and Stable Families (PSSF) Programs in 2006. Funding of these two grants was initially contingent on obtaining a subrecipient to provide child abuse prevention, intervention, and treatment services under the CAPIT and PSSF Programs.

In May of 2006, the Procurement and Contracts Division issued a competitive Request for Proposals for the provision of the services described hereinabove. An evaluation team comprised of County Human Services personnel and staff from the Child Abuse Prevention Council reviewed the proposal responses. On June 20, 2006, item #24, your Board awarded the subject RFP to New Morning Youth and Family Services. On October 17, 2006, the Board executed Agreement 202-S0711 with New Morning Youth and Family Services to act as subrecipient for the provision of the specified services on an “as requested” basis for ...
