REASON FOR RECOMMENDATION: At the request of the Environmental Management Department, the Procurement and Contracts Division issued a Request for Qualifications and Statement of Interest (RFQ) for the purpose of hiring an engineering consulting firm to perform engineering services on general landfill and solid waste related issues at the Union Mine Disposal site.

Six (6) Requests for Qualifications and Statements of Interests were mailed; two (2) to local vendors; nine (9) responses were received; three (3) from local vendors. Those that responded were:

Pacific Waste Services, Inc.
ControlPoint Engineering, Inc.
Carlton Engineering, Inc.
Holdrege & Kull
Miller Brooks Environmental, Inc.
Geosyntec Consultants
Dunn Environmental, Inc.
SCS Engineers

An evaluation committee comprised of panelists from the Environmental Management Department and the County of Sacramento reviewed responses on the basis of each contractor's experience with landfill design, construction, maintenance, closure/post-closure, erosion control/storm water maintenance services, leachate collection and management, landfill gas collection, and local, state and federal regulatory requirements related to landfills.

After careful review of the responses, the evaluation committee developed a short list of the top three most qualified firms. Bryan A. Stirrat & Associates was selected as the successful firm whose response best meets the needs for the County.
