Chief Administrative Office, Procurement and Contracts Division, recommending the Board: 1) award Request for Qualifications and Statement of Interests 08-918-093 to Bryan A. Stirrat & Associates for the provision of engineering services at the Union Mine Disposal Site; and 2) authorize the Director of Environmental Management to negotiate a contract for same.
RECOMMENDED ACTION: Approve.

REASON FOR RECOMMENDATION: At the request of the Environmental Management Department, the Procurement and Contracts Division issued a Request for Qualifications and Statement of Interest (RFQ) for the purpose of hiring an engineering consulting firm to perform engineering services on general landfill and solid waste related issues at the Union Mine Disposal site.
Six (6) Requests for Qualifications and Statements of Interests were mailed; two (2) to local vendors; nine (9) responses were received; three (3) from local vendors. Those that responded were:

An evaluation committee comprised of panelists from the Environmental Management Department and the County of Sacramento reviewed responses on the basis of each contractor's experience with landfill design, construction, maintenance, closure/post-closure, erosion control/storm water maintenance services, leachate collection and management, landfill gas collection, and local, state and federal regulatory requirements related to landfills.
After careful review of the responses, the evaluation committee developed a short list of the top three most qualified firms. Bryan A. Stirrat & Associates was selected as the successful firm whose response best meets the needs for the County.
