Fiscal Impact/Change to Net County Cost: The total funding for this agreement is $59,250 for the one year contract. Funding for the contract is included in the Department's final approved budget for FY 2008-09 and is in accordance with the County’s approved Mental Health Services Act (MHSA) Community Services and Support plan to assist mentally ill offenders who are at risk for criminal recidivism and known as the “Behavioral Health Court” program. There is no Change to Net County Cost.

Background: In 2007, The El Dorado County Sheriff’s Office was successful in its application for a Mentally Ill Offenders Crime Reduction (MIOCR) grant from the State of California Corrections Standards Authority. The goal of that program was to reduce criminal recidivism by improving the mental health of incarcerated mentally ill offenders through linkage to mental health services and other community services. A significant part of the program included assisting participants in finding employment.

The MIOCR program has not been funded in the State’s FY2008-09 budget. However, the Mental Health Department (MHD) received approval from the Board and the State Department of Mental Health to use MHSA funding to expand the services and supports programs to continue providing the specialized vocational services delivered by C...
