Fiscal Impact/Change to Net County Cost: County will receive $33,908 from Sacramento County to support its HOPWA activities in 2008. There is no net County cost.

Background: El Dorado and other local rural counties obtain their HOPWA and Ryan White C.A.R.E. Act funding through Sacramento County. Other AIDS Programs are funded directly by the State under an AIDS Master Grant, and include grants for 1) Education & Prevention, 2) Evaluating Local Interventions, 3) HIV Counseling and Testing, and 4) a Drug Assistance Program.

The HOPWA Program provides emergency housing assistance for El Dorado County residents and their families living with HIV disease. Short term assistance and supportive services are provided to qualified persons for rent, mortgage, and utilities to prevent homelessness.

Reason for Recommendation: This new contract with Sacramento County for HOPWA services is for the term 01/01/08 through 12/31/08.
