Fiscal Impact/Change to Net County Cost
No fiscal impact or Change to Net County Cost. The Parks, Trails and Recreation Master Plan was budgetted in the Parks Division Fiscal Year 13-14 and 15-16 budgets, with half of the costs paid for by the City of South Lake Tahoe. Environmental Review will be completed by Community Development Agency, Planning Division staff in concert with staff from the City of South Lake Tahoe.
 
Background
In the spring of 2013, El Dorado County (County) and the City of South Lake Tahoe (City) hired a Consultant, Moore, Iacoano & Goltsman, Inc. (MIG) to develop a Parks, Trails and Recreation Master Plan (Plan) for the east slope of the County.  There has been extensive public involvement in the crafting of the Plan with several public meetings, surveys and other outreach efforts.  The results of the public involvement have been included in the Plan.
 
Recognizing that recreation is a major economic driver for the east slope of the County, the draft Plan was crafted to promote recreation  along with increasing tourism and economic development.  With this combined effort, the County and City were aiming to invest wisely, improve services and limit duplicating efforts.  
 
The draft Plan was released for a 30-day public comment period on September 1, 2014, with such comments evaluated and included in the attached draft document .  The County and City held a joint public meeting on September 25, 2014 at the South Lake Tahoe Recreation Center to gather input, comments and suggestion on the Plan.  
 
MIG will present to the County Board of Supervisors the process used to create the Plan along with results.
 
Reason for Recommendation
Staff recommend the Board approve the South Lake Tahoe Parks, Trails and Recreation Master Plan and direct staff to work with the City of South Lake Tahoe on the environmental review process.
