DEPARTMENT RECOMMENDATION
Chief Administrative Office, Procurement and Contracts Division recommending the Board award Request for Proposal (RFP) No. 16-918-043 to the successful proposer, Ramsell Public Health and Safety, to provide Medicaid Administrative Activities (MAA) and Targeted Case Management (TCM) Programs Administration. The Chief Administrative Office is requesting the Board authorize the negotiation of an agreement with Ramsell Public Health and Safety, with direction to return to the Board for approval of the Agreement.


DISCUSSION / BACKGROUND
On January 6, 2016, the Procurement and Contracts Division, on behalf of the Health and Human Services Agency and the Probation Department, released RFP No. 16-918-043, soliciting responses for Medicaid Administrative Activities (MAA) and Targeted Case Management (TCM) Programs Administration. Four responses were received which met the requirements of the RFP. One response received was rejected due to missing required documentation. Following the closure of the RFP the four responses were reviewed by a panel of four evaluators. Members of the panel represented HHSA, County Counsel, CAO, and Probation. A consensus meeting was convened which identified Ramsell Public Health and Safety as the highest scoring proposal, scoring 79.75 out of a possible 100 points. The proposals not selected scored 60.75, 59.75, and 52 out of a possible 100.
