DEPARTMENT RECOMMENDATION
Community Development Agency, Environmental Management Division (EMD), recommending the Board accept the California Department of Resources Recycling and Recovery (CalRecycle), Used Oil Payment Program, Fiscal Year 2016/2017, Cycle OPP7 (OPP7), grant award in the amount of $53,476.

DISCUSSION / BACKGROUND
Pursuant to Public Resources Code Section 48600 of the California Oil Recycling Enhancement Act, CalRecycle provides up to $11 million annually in payments to local governments for implementation of local used oil and filter collection programs for a variety of eligible costs. Eligible costs include, but are not limited to: establishing, maintaining and/or enhancing used oil and used oil filter collection/recycling programs; developing educational materials informing the public about used oil and used oil filter collection and recycling; purchasing or renting storage facilities dedicated to oil-related activities and supplies; specific training; and developing and purchasing used oil program materials. Each county is eligible to receive an amount calculated by CalRecycle on a per capita basis using the California Department of Finance's population statistics.
