Health and Human Services Agency, Public Health Division, recommending the Board:
1) Receive and file an update to the presentation regarding the Public Health-sponsored “Healthy Living Parklet Design Competition”; and
2) Delegate authority to the Director of the Health and Human Services Agency to execute the attached application for Special Temporary Use Permit and Encroachment Permit Application with the City of Placerville, as well as future applications for permits for the Parklet; fiscal and programmatic documents; and an agreement for the construction of said Parklet, not-to-exceed $10,000, contingent upon approval by County Counsel.

DEPARTMENT RECOMMENDATION:
The Health and Human Services Agency (HHSA), Public Health Division wishes to provide the Board with an update on the status of the “Healthy Living Parklet Design Competition” sponsored by Public Health, along with development and installation of the Parklet.
DISCUSSION / BACKGROUND:
On December 13, 2016, the Board received a presentation outlining the plan for use of a $10,000 award from the Health Officers Association of California for the Communications Award for “Most Innovative Campaign in a Small Jurisdiction.” (Item 16-0762) to create and install a Parklet in the City of Placerville.
Public Health solicited designs from local high school students for the “Healthy Living Parklet Design Competition,” and after much deliberation selected the “Main Street Parklet” submitted by Emily Bobrowsky from Oak Ridge High School.
ALTERNATIVES:
The Board could decline to delegate authority to the HHSA Director for execution of associated documentation, thereby requiring Public Health to return to the Board for signature.
