Title

Chief Administrative Office recommending the Board consider the following:

1) Approve Agreement 469-F1711 with the El Dorado Community Foundation to distribute $122,585 in Transient Occupancy Tax funds at the request of the Veteran Affairs Commission, which includes a payment of $6,129 as a management fee to the El Dorado Community Foundation, for the Fiscal Year 2016/17 budget, which will provide funding for programming that will assist the El Dorado County veterans community;

2) Approve a budget transfer decreasing the Chief Administrative Office professional services by $19,968 and increasing Veterans Affairs Department salaries by $19,968 (4/5 vote required);

3) Approve a budget transfer decreasing the Chief Administrative Office professional services by $17,000 and increasing the Veterans Affairs Department operating transfer out by $17,000 (4/5 vote required); and

4) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement 469-F1711, including amendments that do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

Department Recommendation

The Chief Administrative Office is recommending that the Board of Supervisors approve the program recommendations of the Veteran Affairs Commission for Fiscal Year 2016-17. The total amount of the Fiscal Year 2016-17 Veteran Affairs Commission recommended programs is $159,553, or 5%, in Transient Occupancy Tax. $122,585 will be distributed to the El Dorado Community Foundation, $19,968 will be added to the Veteran's Affairs budget for an intern and $17,000 will be added to the Veterans's Affairs budget for lighting for the Veterans Monument.

 

Discussion/Background

On March 19, 2013, Supervisor Briggs recommended that the Chief Administrative Office included an annual allocation beginning with the FY 2013-14 budget in an amount equal to five percent (5%) of the TOT Revenue collected pursuant to County Ordinance Code Section 3.28.030, for the purpose of funding projects, programs and services that directly benefit the support and recognition of Veterans in the County of El Dorado. 

 

The Veterans Commission presented their recommendation for funding for FY 2013-14 on August 27, 2013 (item No. 35). On July 22, 2014, the Veterans Commission brought a small contract amendment to the Board to add a program to help veterans attending Folsom Lake College. The Board adopted both agenda items. The Board also approved the recommendation for funding for FY 2014-15, on January 27, 2015, and for FY 2015-16, on Feburary 23, 2016. The programs that are proposed for FY 2016-17 by the Veterans Affairs Commission are the following:

 

1) Veterans Monument Upkeep - $13,000

Funding is to cover upkeep of the El Dorado County Veterans Monument and costs related to the Memorial and Veterans Day events.

 

2) Veterans Monument Lighting - $17,000

Funding to cover new lights for the El Dorado County Veterans Monument. If these funds are not expended in a fiscal year, the funds should roll over to the next fiscal year(s) until they are expended.

 

3) Student Veteran Resource Center Grant for Folsom Lake College - $5,000

Funding is to be provided to Folsom Lake College El Dorado Center to provide books and resources at each campus Veteran Resource Center.

 

4) Student Veteran Resource Center Grant for South Lake Tahoe Community College - $5,000

Funding is to be provided to South Lake Tahoe Community College to provide books and resources at each campus Veteran Resource Center.

 

5) Veterans Care Program - $25,000

Funding is to provide veterans with hospice custodial care and medical equipment through Snowline Hospice.

 

6) Veterans Mini-Grant Program - $29,456

Funding is to provide grants to local veteran service offices or non-profit veteran service organizations to support their missions.  Applications for funding shall be evaluated by the Veterans Affairs Commission.

 

7) El Dorado County Department of Veteran Affairs Student Intern - $19,968

Funding is to provide El Dorado County Department of Veterans Affairs a student intern, so he/she can receive training to help veterans obtain benefits. If these funds are not expended in a fiscal year, the funds should roll over to the next fiscal year(s) until they are expended.

 

8) Veteran Education Transition Resource Center Program at Folsom Lake College - $35,000

Funding is to be provided to Folsom Lake College and/or the El Dorado Campus to provide assistance for veterans transitioning out of the military to locate information on, understand, and obtain the resources and benefits they are entitled to, particularly their education benefits. Funding may also be provided for the purchase of books and materials necessary for veterans attending classes at either campus.

 

9) Military Family Support Group and Outreach & Supportive Services - $4,000

Funding is to Military Family Support Group and Outreach and Supportive Services to help meet the needs of veterans and/or their families in El Dorado County. These needs may include special projects, short term financial help, PTSD awareness events and community outreach.

 

10) Management fee to the El Dorado Community Foundation - $6,129

The management fee is the equivalent of 5% of the funds that the foundation will be managing and administrating. 

 

Alternatives

Failure to pass this agenda item will create a delay in the funding for different veteran programs in the County.

Fiscal Impact

There is no change to Net County Cost. This funding is available in the FY 2016-17 Adopted Budget in the Veteran's budget and the Chief Administrative Office budget. 

 

Clerk of the Board Follow up Actions

Once the Agreement has been fully executed, the Chief Administrative Office will administer the Agreement while transitioning these duties to HHSA for the FY 2017-18 contract.
