DEPARTMENT RECOMMENDATION

Probation Department is recommending Agreement No. 422-S1711 with the County of Madera Probation, Juvenile Corrections Camp, for the space-available rate of $125 per day/per ward, to provide court-ordered commitments for juvenile court wards on an “as requested” basis.

 

The Board is also being asked to make findings that it is more feasible and economical to engage an outside contractor for the provision of court-ordered commitments for juvenile court wards on an “as requested” basis, in accordance with Ordinance 3.13.040.

 

DISCUSSION / BACKGROUND

Madera County Juvenile Corrections Camp began operation in 1997.  The camp’s objective is to instill structure, discipline, and accountability while in a correctional environment.  The camp program provides therapeutic intervention, education and family involvement in the rehabilitation process.

 

The Probation Department had previously contracted with the County of Solano’s Fouts Springs Youth Facility until its permanent closure on July 31, 2011.  Due to this closure, the Probation Department has chosen Madera County Juvenile Corrections Camp as a replacement program available to the Juvenile Court and has contracted with them since December 06, 2011.  

 

The Juvenile Court determines on an “as needed” basis when and where court wards will be committed for long-term confinement and treatment.  The Madera facility, in appropriate cases, is utilized in place of a commitment to the Division of Juvenile Justice (DJJ), the State facility.  

 

The County of Madera requires their Board of Supervisors to sign last on this agreement.  El Dorado County Probation respectfully requests the El Dorado County Board of Supervisors to allow the Chair to sign this agreement prior to Madera County.

FINANCIAL IMPACT

No fiscal impact or change to net county cost as funding for this agreement is included in Probation’s approved FY 2016/17 budget and anticipated in the proposed FY 2017/18 budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Chair to sign two originals of agreement No. 422-S1711.

2) Upon signature of Chair, we respectfully request the Clerk of the Board to forward originals to Probation so we may immediately forward agreements to Madera County for their BOS approval.

3) Probation will return one fully executed agreement to the Clerk of the Board.
