Title: Probation Department recommending the Board: 1) Authorize the Chair to sign Agreement 6464 with the Madera County Correctional Academy for the space-available rate of $150 per day/per youth, to provide court-ordered commitments on an “as requested” basis; for a term of three years from date of execution with two (2) one-year renewal options, and a not to exceed total of $135,000; and 2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 6464, including amendments which do not increase the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management. FUNDING: Youthful Offender Block Grant.

DISCUSSION / BACKGROUND
The Madera County Correctional Academy began operation in 1997. The Academy utilizes a combination of structure, discipline, physical conditioning, and accountability in a nurturing approach in order to emphasize self-control and improve self-esteem.

The Probation Department has chosen the Madera County Correctional Academy as a program available to the Juvenile Court and has contracted with them since December 6, 2011.

The Juvenile Court determines on an “as needed” basis when and where youth will be committed for long-term confinement and treatment.

The County of Madera requires their Board of Supervisors to sign last on this Agreement. El Dorado County Probation respectfully requests the El Dorado County Board of Supervisors to allow the Chair to sign this Agreement prior to Madera County.

FINANCIAL IMPACT
The cost of placements is paid for from the Youthful Offender Block Grant. Placements are ordered by the court based on individual cases, making it difficult to estimate costs in a given year.
