1) Award Bid 17-288-051 for the purchase of Plant Mix Asphalt Concrete for the West Slope of El Dorado County to the low qualified bidder, Teichert Rock Products of Sacramento, CA;
2) Authorize the Purchasing Agent to issue a blanket purchase order in the amount of $645,000.00 for a thirty-six month (36-month) period following Board approval; and
3) Authorize the Purchasing Agent to increase the blanket purchase order on an "as needed" basis during the awarded period as long as funding is available within the requesting department's budget.

DISCUSSION / BACKGROUND
At the request of the Community Development Agency - Transportation Division (Transportation), the Procurement and Contracts Division issued an invitation to Bid #17-288-051 for the purchase of Plant Mix Asphalt Concrete for the West Slope of El Dorado County for the maintenance and repair of county roads on the West Slope of El Dorado County. Twelve invitations to bid were mailed, two to local vendors, one qualified response was received, none from local vendors, as they do not produce this material.
ALTERNATIVES
If the Board does not approve the agenda item, the department will be delayed in obtaining asphalt for the upcoming construction year. The amount of time in the delay depends on the change that needs to occur.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
Funding for the subject material is included in Transportation's Fiscal Year 2016/17 adopted budget and Fiscal Year 2017-18 proposed budget, with funding provided by the Road Fund. Future year budget proposals will include a request for additional appropriations over the life of the proposed blanket purchase order.
