Library Department recommending the Board accept grant funding for early literacy programs and services for children age 0-5 at libraries, child care sites and other sites throughout the county and approve and authorize the Chair to sign amendments to:

DISCUSSION / BACKGROUND

Regularly scheduled family literacy programs are a fundamental core service at the Library. First 5 has supplemented and enhanced library programs to reach additional participants and to expand resources over the last ten years. This year, as Community Hubs are created, the libraries are working with partners funded by additional grant sources to provide prevention and early intervention services to families within libraries, and at community schools, and in other locations distant from a library location. First 5 also leverages funding for Early Childhood Literacy Specialists to engage child care providers in activities that improve the quality of child care.   

 

Agreement 071-F1711, Amendment 1 provides funding for Early Childhood Literacy Specialists to provide regularly scheduled family literacy programs at the library and at selected school sites to support early literacy skill acquisition and to work with Public Health Nurses, Community Health Advocates and Family Engagement Specialists as part of the five Community Hubs. Amendment 1 to this Agreement extends the term and provides an additional $860,000 in funding or $215,000 per year for the next four years.

 

Agreement 072-F1711 provides funding for Early Childhood Literacy Specialists to train and assist child care providers at Family Child Care sites as part of an innovative program that partners with the El Dorado County Office of Education to support high quality child care in the County. Amendment 1 to this Agreement extends the term and provides an additional $144,000 in funding or $48,000 per year for the next three years. 

 

ALTERNATIVES

The Board could choose not to accept the grant funds; however, early literacy services at the library and in the community will be significantly curtailed, or would require General Fund funds to continue.

CAO RECOMMENDATION

CAO recommends the Board approve and authorize the Chair to sign and accept the grant funding as described.

 

FINANCIAL IMPACT

Amendment 1 to Agreement 071-F1711 provides $144,000 in funding over the next three Fiscal Years (FY). Amendment 1 to Agreement 072-F1711 provides $860,000 in funding over the next four FYs. Together, Amendment 1 to Agreement 071-F1711 and Amendment 1 to Agreement 072-F1711 provide $263,000 for services at the library in FY 2017-18 and are included in the FY 2017-18 Recommended Budget for the Library.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Clerk of the Board to obtain the Chair's signature on two originals for each agreement and return one fully executed original of each agreement to the Library.
