DEPARTMENT RECOMMENDATION
Planning and Building Department, Community Development Services, Code Enforcement recommends the Board approve the waiver of the $770 balance of the administrative citation fees for Margaret Camara, Code Enforcement Case 228402 because appropriate permits have been obtained.

DISCUSSION / BACKGROUND
On June 23, 2015, the Board of Supervisors (Board) held a Hearing on an appeal filed on behalf of the appellant Margaret Camara. The Board denied the appeal and upheld Hearing Officer Stephen Valentine's Administrative Order. Upon losing the appeal, Ms. Camara's total administrative citation fee of $1,970 became due and payable.

At the Hearing, the Community Development Agency (CDA) Director was directed to arrange a payment plan by which Ms. Camara would have the opportunity to pay off $1,000 of the administrative order fee, and return to the Board for consideration of waiving the balance of the administrative order fee. To be eligible for the partial fee waiver, Ms. Camara either obtains appropriate permits and/or removes all violations.

Ms. Camara paid the initial $200 to request an Administrative Hearing with Code Enforcement and a $100 payment of the administrative order fee on May 12, 2015. She then paid $100 per month starting July 22, 2015, for a total payment of the $1,200 administrative order fee. Ms. Camara decided to permit the conversion of the accessory structure to habitable space, and after submitting plans, the permit was issued on January 10, 2017.
