DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve the Children’s Medical Services Programs Budgets and Work Plans for the County of El Dorado for Fiscal Year (FY) 2017 - 2018 to provide mandated Children's Medical safety net services. HHSA also recommending the Board delegate authority to the HHSA Director to execute Certification Statements approving said Budgets and Work Plans.

 

DISCUSSION / BACKGROUND:

The Children’s Medical Services Programs consist of the Child Health and Disability Prevention (CHDP) Program and the California Children’s Services (CCS) Program.  These are mandated safety net programs that target high risk and medically fragile children to ensure access to preventative and specialty medical care.  These programs are essential for preserving optimal health and wellness while minimizing morbidity and mortality in the County's pediatric population.

 

Funding for local CCS services is administered as a partnership between the County, California State Department of Health Care Services (DHCS) and the Federal Government.  In accordance with Health and Safety Code Section 123940, the Board must annually allocate twenty-five percent (25%) of the annual program expenditure to a level at least equivalent to the actual FY 1990-91 contribution, and an additional 25% from the County Social Services Trust Account. The annual funding allocation for CHDP and CCS programs each fiscal year has an effective date of July 1 through June 30.  Historically, the allocation is finalized by the State after the Governor signs the State’s budget.

 

On August 7, 2017, the DHCS notified HHSA of the final CHDP Program allocation for FY 2017 - 2018.  The Budgets and Work Plans were developed and submitted by the deadline established by DHCS.  In order for HHSA to claim expenditures against this funding allocation, Board approval of the attached Budgets and Work Plans and then the submission of the certifications to DHCS are necessary.

 

ALTERNATIVES:

Disapproval of County’s Children’s Medical Services Programs Budgets and Work Plans for FY 2017 - 2018 will reduce or eliminate staffing for these mandated programs thereby denying high risk and medically fragile children access to preventative and specialty medical care.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

Sufficient appropriations were included in HHSA Budget for FY 2017-18.  The estimated County General Fund match in FY 2017-18 is $14,726 and this is also included in the HHSA FY 2017-18 budget.
